Authorizes transit operators that are third-party testing programs to enter into agreements with other transit operators to test their transit bus driver employees.

Allows third-party testing programs to be reimbursed by the tested driver's school district, school bus company, or transit operator for performing testing services.

Requires agreements under this section to be submitted to the commissioner for approval.

Mandates that certified third-party testers must be employed by the school district, school bus company, or transit operator providing the third-party testing program.

Becomes effective the day following final enactment.
