Allows retired or honorably discharged members of the National Guard or reserve components of the United States armed forces to request a "Veteran" or "Veteran 100% T&P" designation on Minnesota drivers' licenses or identification cards effective August 1, 2024.

Requires applicants to provide certified discharge papers confirming honorable or general discharge under honorable conditions, or a military retiree, veteran, or veteran health identification card.

Requires applicants seeking the "Veteran 100% T&P" designation to provide satisfactory evidence of 100 percent total and permanent service-connected disability as determined by the U.S. Department of Veterans Affairs.

Expands eligibility for burial in state veterans cemeteries to include honorably discharged members of the National Guard or reserve components of the United States armed forces, in addition to service members who died on active duty and eligible veterans.

Appropriates an unspecified amount from the general fund in fiscal year 2025 to the commissioner of veterans affairs for implementation of the cemetery eligibility changes.
