Requires the Commissioner of Public Safety to establish a Silver Alert system to identify, locate, and recover missing senior citizens with dementia, traumatic brain injury, Alzheimer's disease, or other cognitive impairments.

Directs the Commissioner to coordinate with local and Tribal law enforcement agencies and public and commercial television and radio broadcasters to operate an effective alert system.

Requires the Commissioner to develop criteria and procedures for the Silver Alert system by October 1, 2024, in consultation with multiple state agencies and organizations including the Alzheimer's Association and Minnesota Brain Injury Alliance.

Includes all state, local, and Tribal agencies and private broadcasters that volunteer to participate in disseminating urgent public information about missing persons.

Makes knowingly filing a false report that triggers a Silver Alert a misdemeanor offense.
