Increases student support personnel allowance to $11.94 for fiscal year 2024, $17.08 for fiscal year 2025, and $48.73 for fiscal year 2026 and later, while maintaining cooperative allowance rates of $0.60, $0.85, and $2.44 respectively.

Adds $20,000 annual eligibility for area learning centers serving students in dual enrollment programs under section 124D.09.

Allows student support personnel aid to be used for contracted services from licensed school counselors, psychologists, social workers, nurses, or chemical dependency counselors if fewer than two applications are received.

Establishes three pilot grant programs for fiscal year 2025 focused on English learner programming, alternative education extended time, and dual enrollment college and career readiness counseling, with reports due to legislature by January 31, 2027.

Appropriates $29,138,000 for fiscal year 2024 and $35,270,000 for fiscal year 2025 to support schools addressing students' social, emotional, and physical health.
