Appropriates $4,000,000 from bond proceeds to the commissioner of natural resources for habitat and natural area acquisition and management.

Allocates $2,000,000 for acquiring land interests or permanent conservation easements for aquatic management areas and to restore and enhance aquatic habitat.

Allocates $2,000,000 for acquiring land and making capital improvements to Minnesota scientific and natural areas.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,000,000 to fund the appropriation.

Takes effect the day following final enactment.
