Mandates the Legislative Coordinating Commission director to geocode addresses and reallocate incarcerated persons based on exact or street-level address matches only, posting corrected population counts within 30 days of receiving federal census data.

Takes effect January 1, 2030, with provisions requiring the Department of Corrections to collect address information from current inmates before April 1, 2030, classifying this data as private information on individuals.
