Eligible providers must have possessed a nonexcluded license in calendar year 2022 and continue operating under that license in 2024, with applications due by September 16, 2024.

Excludes all licenses held by multiple license holders if any license serves Duluth, Mankato, Moorhead, Rochester, St. Cloud, or a metropolitan county, except for specific nonprofit hospital affiliates in Hennepin County.

Distributes aid through a formula allocating 20% equally among eligible multi-license holders, 40% based on service area square mileage, and 40% based on emergency medical response volume using a tiered point system that favors lower-density service areas.

Requires aid recipients to spend funds on operational or capital expenses for ambulance services by December 31, 2025, with reporting due February 15, 2026 documenting how aid was spent.
