Allows individuals who are at least 16 years of age and meet all other eligibility requirements except age to preregister to vote in Minnesota.

Preregistered 16-year-olds cannot appear on polling rosters or cast ballots until they meet the age requirement of 18 years old.

Modifies voter registration application forms and certification language to accommodate 16-year-old applicants by changing age references from "will be at least 18 years old on election day" to "am at least 16 years old and understand that I must be at least 18 years old to be eligible to vote."

Excludes preregistration applicant data from public voter information lists until the individual is fully registered or develops voting history.

Requires election officials to use compliant registration forms for 16-year-old applicants immediately upon enactment, while allowing use of existing forms for applicants 18 and older during a transition period.
