• Modifies federal apprenticeship regulations reference date from January 18, 2017 to align with current Code of Federal Regulations, title 29, parts 29 and 30.

• Expands the definition of "journeyworker" to include mentors, technicians, specialists, and other skilled workers with documented skills and knowledge from formal apprenticeship or practical on-the-job experience.

• Changes provisional program approval process to require certificate issuance at provisional approval rather than registration, with 45 days (previously 30 days) to submit executed apprenticeship agreements.

• Extends probationary period limits from 500 hours and four months to one year or 25 percent of program length, whichever is shorter.

• Establishes new corrective action and appeals process for program deregistration, allowing 30-60 days for sponsors to remedy deficiencies before denial or deregistration, and creates new Section 178.071 classifying apprentice data as private data on individuals.
