Expands disability parking privileges to include persons with a developmental disability (as defined in section 252A.02) who have an increased likelihood of experiencing unsafe parking or traffic conditions due to their disability.

Requires a licensed physician, physician assistant, or advanced practice registered nurse to certify that an applicant with a developmental disability qualifies for parking privileges, in addition to existing certification requirements for persons with physical disabilities.

Revises terminology throughout Minnesota Statutes sections 168.021 and 169.345 to replace "physically disabled person" with "person with a physical disability" and similar modernized language.

Maintains existing disability parking privileges and requirements for persons with physical disabilities, including disability plates, certificates, and temporary permits valid for 30 days.

Directs the revisor of statutes to update terminology across relevant statute sections (13.69, 85.053, 168.002, 168.021, 168.125, and 169.345) to use person-first language.
