• Requires the Commissioner of Human Services to establish a supplemental food assistance program for persons with a disability who are eligible for federal SNAP but receive less than the maximum benefit due to excess income.

• Eligible applicants must meet federal SNAP requirements, be a person with a disability as defined in Minnesota statute, be a state resident, and not receive Minnesota family investment program assistance.

• Benefit amount equals the difference between the maximum federal SNAP benefit for the household size and the actual federal SNAP benefit calculated for the individual.

• Monthly benefits cannot exceed the amount the household would receive if all members were eligible for federal SNAP benefits.

• Program benefits must be disregarded as income in all state programs that do not count SNAP benefits as income, and eligibility must be redetermined at each federal SNAP redetermination.
