Removes requirement for four legislature members to be appointed according to paragraph (c) and instead creates separate subdivision for legislative membership with two senate and two house members appointed by majority/minority leaders.

Creates three new membership categories: legislative members (new subdivision 2a), ex officio members (new subdivision 2b), and ad hoc members up to unspecified number (new subdivision 2c) with one-year initial terms and restrictions on voting and executive committee participation.

Ad hoc members cannot serve on the executive committee, vote on chairperson elections, vote on governance matters, or participate in decisions regarding state grant issuance.

Expands advisory council duties to include developing resources on rare disease care quality and access, identifying best practices from other states and countries, addressing health plan switching barriers, and examining prior authorization obstacles.

Appropriates unspecified general fund amounts to the Rare Disease Advisory Council in fiscal years 2025-2028 to study sustainable reimbursement models for gene therapies and issue recommendations to legislature, payers, hospitals, and manufacturers.
