• Authorizes the commissioner to issue Rotary International special license plates for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles.

• Requires applicants to pay a $10 additional fee per plate set, contribute $25 upon initial application and minimum $5 annually to the Rotary Foundation account, and pay standard registration taxes and fees.

• Plate design must include the Rotary International symbol and the phrase "Service Above Self."

• Allows special plates to be transferred to another qualified vehicle registered to the same owner for a $5 transfer fee.

• Establishes a Rotary Foundation account in the special revenue fund to receive contributions, with funds after administrative costs distributed to Rotary Foundation to support its mission; effective January 1, 2024.
