Requires Class I railroads and Class II/III railroads transporting hazardous substances at speeds exceeding 10 miles per hour to maintain operational wayside detector systems at intervals of at least every 10 miles of mainline track (or 15 miles if necessary due to terrain).

Mandates that wayside detector systems include both hot bearings detectors and dragging equipment detectors.

Requires railroads to stop trains promptly after defect notifications, inspect defects from ground level, make necessary repairs if the train is unsafe, and proceed at reduced speeds (30 mph for non-hazardous cargo, 10 mph for hazardous cargo) while removing defective cars at the earliest opportunity.

Requires train crews to prepare written inspection reports and submit them to appropriate railroad personnel following each defect notification.

Mandates railroads submit annual reports to the commissioner by January 15 detailing each wayside detector system's location, type, characteristics, and operational status for the prior 12 months, effective January 1, 2025.
