SF3944 - Omnibus Transportation Policy Bill

• Amends state transportation laws affecting the Department of Transportation, Department of Public Safety, and Division of Driver and Vehicle Services across multiple policy areas

• Modifies legislative route designations (Routes 185, 186, 341) and designates memorial highways including Senator David J. Tomassoni Memorial Cross Range Expressway and Mayor Dave Smiglewski Memorial Bridge

• Increases small business and veteran-owned business contract preference from 6% to 12% for Department of Transportation construction work

• Establishes new provisions for nondivisible loads, sewage septic tank trucks, motorcycle ground lighting, and vehicle weight restrictions for recycling and waste collection vehicles

• Reforms driver licensing requirements including foreign passport acceptance, enhanced credentials for noncompliant licenses, and protections for immigration status data on noncompliant licenses
