Modifies the Operations and Maintenance appropriation for higher education from $686,558,000 to $676,294,000 by redistributing funds to specific University of Minnesota programs.

Allocates $15,000,000 annually (FY2024-2025) to increase medical school research capacity, improve National Institutes of Health funding rankings, attract faculty, support rural physician training, and translate research into treatments.

Provides $7,800,000 annually for health training restoration including faculty physicians at eight residency sites, the Mobile Dental Clinic, and geriatric and family program expansion.

Appropriates $10,000,000 one-time for University of Minnesota Medical School programs at CentraCare Health System Campus in St. Cloud for tuition support, residency programs, rural health research, scholarships for rural practice and diverse students, and new campus operations (available until June 30, 2027).

Includes $4,000,000 annually for cancer care research, $5,000,000 annually for campus safety and security, $500,000 annually for Morris branch tuition waivers, and $374,000 (first year) plus $110,000 (second year) for menstrual product access.
