Removes requirement that ballot notices for capital project levy renewals state "BY VOTING YES ON THIS BALLOT QUESTION, YOU ARE VOTING TO RENEW AN EXISTING CAPITAL PROJECTS REFERENDUM THAT IS SCHEDULED TO EXPIRE."

Removes requirement that ballot notices for operating referendum renewals at the same per-pupil amount state "BY VOTING "YES" ON THIS BALLOT QUESTION, YOU ARE VOTING TO EXTEND AN EXISTING PROPERTY TAX REFERENDUM THAT IS SCHEDULED TO EXPIRE."

Removes "school districts" from the definition of local governmental subdivisions required to include "BY VOTING "YES" ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE" on property tax levy ballots, creating an exception for school district referenda.

Makes technical amendments to Minnesota Statutes sections 123B.63, 126C.17, and 275.60 to streamline ballot language requirements for school district capital project levies and operating referenda.

Effective September 1, 2024, applies to all elections held on or after that date.
