Creates a statewide English learner parent and community advisory council funded through enhanced implementation revenue to provide counsel on programs, funding, and oversight.

Appropriates $30,000 to the Board of School Administrators and $100,000 to the Professional Educator Licensing and Standards Board in fiscal year 2025 for rulemaking implementation.
