Increases the maximum stipend award for underrepresented student teacher grants from $7,500 to $15,000 per academic year, effective beginning in fiscal year 2025.

Commissioner must determine the actual stipend amount each year up to the $15,000 maximum based on available funding, number of eligible applicants, and applicants' financial need.

Increases appropriation for grants to underrepresented student teachers from $1,925,000 to $2,925,000, with a base appropriation of $1,125,000 for fiscal year 2026 and thereafter.

Requires commissioner to prioritize awards based on applicant financial need and statewide distribution of funds if insufficient funds exist to award all eligible applicants.
