Retailers must sell aerosol dusters containing 1,1-difluoroethane (DFE) only from behind-the-counter and exclusively to customers age 21 or older with valid age verification.

Retailers are prohibited from selling more than three cans of DFE-containing aerosol dusters to a customer in a single transaction, with an exemption for businesses purchasing online.

Cans must display specific warning labels covering at least one-half of the rear side, including "DANGER: DEATH!" messaging, skull and crossbones symbols, drawings of health risks, and the website www.inhalant.org, conforming to ANSI Z535 safety standards.

Violation of the behind-the-counter requirement, age verification requirement, or purchasing limits is a misdemeanor; sellers have an affirmative defense if they reasonably relied on proof of age per section 340A.503.

The law becomes effective January 1, 2025, and applies to all aerosol duster purchases made on or after that date.
