• Establishes registration and operation requirements for roadable aircraft, defined as aircraft capable of taking off and landing from airfields that are also designed to operate on public highways as motor vehicles.

• Requires roadable aircraft owners to register with the state commissioner and comply with all motor vehicle rules including titling, registration, taxation, and insurance under chapters 168 and 168A.

• Exempts roadable aircraft from displaying standard license plates; instead issues a registration number identical to the federally issued tail number.
