Appropriates $23,100,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for final design and right-of-way acquisition for an interchange at marked Trunk Highway 610 and East River Road in Coon Rapids.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $23,100,000 pursuant to Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution article XIV, section 11.

Allows remaining funds after completion of final design and right-of-way acquisition to be used for interchange construction upon written notice to the commissioner of management and budget.

Requires bond proceeds, excluding accrued interest and premiums, to be deposited in the bond proceeds account in the trunk highway fund.
