Defines and regulates electric-assisted bicycles, including a new "multiple mode" classification that can switch between Class 1, 2, or 3 operation, with requirements for motor power not exceeding 750 watts, speedometer equipment for Class 3 and multiple mode bikes, and restrictions on modification.

Establishes minimum age of 15 for electric-assisted bicycle operation and prohibits Class 2 throttle-only operation when brakes are applied or rider stops pedaling, except for Class 2 and multiple mode bikes in Class 2 mode.

Creates new consumer protection requirements for sellers of electric-assisted bicycles and "powered cycles," including mandatory written disclosure of motor power, maximum speed, and classification before purchase, and prohibits mislabeling vehicles as electric-assisted bicycles.

Defines "vulnerable road users" to include pedestrians, bicycle operators, electric personal mobility device users, implement of husbandry operators, and animal riders, and requires driver license examinations and manuals to include traffic laws related to vulnerable road users and motorcyclists.

Amends complete streets policy to require analysis frameworks for highway categorization by context and guidance on speed limit reductions and roadway design modifications to support active transportation safety, with $245,000 appropriated for fiscal year 2025 implementation training.
