Establishes an Iron Ore Mining Additional Unemployment Benefits Program providing extended benefits from the Minnesota unemployment insurance trust fund to workers laid off between April 3, 2022, and March 4, 2023.

Covers workers from iron ore mining employers that laid off 50 percent or more of their workforce, and workers from explosive manufacturing companies that supplied the affected mining operations.

Provides up to 26 weeks of additional unemployment benefits at the same weekly rate as regular unemployment benefits, available through the week ending January 27, 2024.

Requires applicants to have exhausted regular unemployment benefits and meet standard unemployment benefit requirements under Minnesota Statutes section 268.069.

Prohibits additional benefits paid under this program from being used to calculate future unemployment tax rates for taxpaying employers, except for employers described in the iron ore mining industry provision.
