SF4006 Summary

• Modifies correctional officer use of deadly force by restricting choke holds, prone restraints, and certain restraint methods unless justified to protect against death or great bodily harm using an objective reasonableness standard.

• Authorizes Department of Corrections to disclose to domestic violence victims the city and five-digit zip code of an offender's residency upon or after release, unless disclosure creates a safety risk or offender is not under correctional supervision.

• Allows supervising agents and the commissioner of corrections to provide private or confidential data to prosecutors for purposes of petitions for sentence adjustment, notwithstanding data classification laws.

• Expands the health care peer review committee membership to include community physicians, psychiatry directors, pharmacists, and Office of Special Investigations representatives in cases of suicide or unanticipated death.

• Modifies the probation report deadline from January 15 to May 1 and establishes local advisory boards for input into development of community supervision and probation services plans submitted for state funding.
