Commissioner of Revenue must submit a report to legislative tax committees by January 15, 2025, with recommendations to simplify property tax refund claiming processes and improve program participation.

Report must evaluate converting property tax refund programs to a refundable income tax credit.

Report must evaluate automatically applying refunds to taxpayers' property tax liabilities.

Report must evaluate modifying the measure of income used to calculate refunds, along with other possible policy changes identified by the commissioner.

Section becomes effective the day following final enactment.
