Establishes a community solutions for healthy child development grant program administered by the commissioner of health to improve child development outcomes for children of color and American Indian children from prenatal to grade 3, with goals including early learning, health and well-being, economic security, and safe family environments.

Creates a 13-member Community Solutions Advisory Council with representation from Black, Latino/Latina, Asian-Pacific, and American Indian communities (including at least one parent per group), plus one member with research expertise in racial equity and healthy child development.

Prioritizes grant funding to organizations led by and serving communities of color and American Indians, with focus on prenatal to grade 3 services, multigenerational solutions, and communities in moderate to high-risk counties according to Wilder Research Risk and Reach Report.

First grants must be awarded no later than April 15, 2024, with annual awards thereafter for three-year grant periods; requires grantees to report outcomes to the commissioner.

Appropriates $25,000,000 in fiscal year 2024 and $25,000,000 in fiscal year 2025 from the general fund for the grant program.
