Appropriates $4,070,000 from the trunk highway bond proceeds account to the commissioner of transportation for design and construction of a roundabout at the intersection of marked Trunk Highway 19 and Armstrong Road in Northfield.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,070,000 to fund the appropriation.

Bond proceeds, except accrued interest and premiums, must be deposited in the bond proceeds account in the trunk highway fund.

Appropriation covers only the portion of the project eligible for trunk highway bond proceeds.

Takes effect the day following final enactment.
