Clarifies that P-TECH implementation grant applications must include written agreements between public schools, higher education institutions, and business partners to jointly develop and support the schools.

Removes the requirement that applications be for schools enrolling students in the 2020-2021 school year or later, allowing the commissioner to approve applications for schools enrolling students in any year.

Establishes maximum P-TECH support grants of $500,000 per year beginning in fiscal year 2026, with grants awarded for no more than two years and on a competitive basis starting fiscal year 2028.

Limits start-up grants to $50,000 and mentoring/technical assistance grants to $50,000 for P-TECH schools.

Appropriates $791,000 for fiscal year 2024 and $791,000 for fiscal year 2025 for P-TECH support grants, with the 2024 appropriation designated for Independent School District No. 535 in Rochester and the 2025 appropriation providing at least $500,000 to the same district.
