Requires the Office of Higher Education commissioner to submit annual reports by February 15 detailing program participation, grant amounts, and outcome indicators to legislative committees.

Appropriates unspecified amounts from the general fund in fiscal year 2025 for both the grant program and loan forgiveness account, with additional funding added to the base for fiscal years 2026 and later.
