Establishes tiered enhanced payment rates for personal care assistants and community first services (CFSS) workers based on hours of service: 107.5% for 10-14.9 hours per day, 112.5% for 15-19.9 hours, and 117.5% for 20+ hours per day.

Adds 25% enhanced rate for services provided by licensed registered nurses, licensed practical nurses, certified home health aides, or certified nursing assistants, and 10% enhancement for services provided between 9 p.m. Friday and 9 a.m. Monday.

Requires personal care assistance provider agencies to use all additional revenue from enhanced rates exclusively for worker wages and prohibits use for mileage, insurance, uniforms, retirement contributions, or other employee benefits.

Requires workers to satisfy current Medicare training and competency requirements for home health aides or nursing assistants to qualify for enhanced rates.

Appropriates unspecified funding from the general fund to the commissioner of human services for enhanced payment rates, effective January 1, 2025, or upon federal approval, whichever is later.
