Requires the commissioner of public safety to appoint a new private deputy registrar of motor vehicles and driver's license agent at or near the Hmong Village shopping center at 1001 Johnson Parkway in St. Paul.

Overrides existing distance and transaction volume limitations in Minnesota Statutes sections 168.33 and 171.061 that normally restrict new office locations in Ramsey County.

Establishes the Hmong Village Shopping Center location as a full-service office with authority to function as a registration and motor vehicle tax collection bureau and driver's license agent bureau.

Subjects the new office to all other provisions in Minnesota Statutes sections 168.33 and 171.061, and Minnesota Rules chapters 7404 and 7406 regarding deputy registrar and driver's license agent operations.

Takes effect the day following final enactment.
