Establishes fire life safety damper testing and inspection requirements for buildings equipped with fire dampers, smoke dampers, or smoke control systems, excluding single-family and multifamily buildings with 4 or fewer units.

Requires building owners to test newly installed fire life safety dampers before use and periodically thereafter: once after first year of installation, then every 4 years for most buildings and every 6 years for hospitals.

Mandates testing be performed by qualified inspectors including authorized fire department personnel or technicians certified by the International Certification Board with appropriate training, workers' compensation insurance, and employment by independent contractors.

Requires building owners to maintain certificates of operation documenting inspections, post verification notices in visible lobby areas, submit certificates to state fire marshal within 30 days, and remedy any deficiencies within 30 days.

Establishes $100 civil penalty per day of noncompliance and directs state fire marshal to review and approve third-party inspection training and certification programs; act takes effect upon rule enactment or July 1, 2025, whichever occurs first.
