Increases permit limit for larger groundwater thermal exchange systems from 10 to 100 permits for systems with capacities over 20 to 50 gallons per minute.

Requires both small systems (20 gallons per minute or less) and larger systems to be compliant with natural resource water-use requirements under subdivision 2.

Removes language stating small systems are subject to inspection twice a year and larger systems four times a year.

Changes water-use permit requirements reference from chapter 103F to chapter 103G, with violations subject to enforcement by the commissioner and Pollution Control Agency.

Both amendments effective the day following final enactment.
