Appropriates $30,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to Anoka County to construct a third travel lane in each direction on marked U.S. Highway 10 from east of the interchange with Hanson Boulevard to Round Lake Boulevard in Coon Rapids.

Grant funding covers preliminary engineering, environmental documentation, final design, right-of-way acquisition, construction, and construction administration with no required nonstate contribution.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $30,000,000 to provide the appropriated funds, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
