Establishes a new payment program for statutory or home rule charter cities with populations of 5,000 or less in Minnesota Statutes, chapter 477A.

Cities become eligible for annual payments equal to one percent of exempt market value if exempt property exceeds 45 percent of the city's total market value.

Commissioner of revenue must determine and certify payment amounts by July 1 of the payment year, with payments distributed at the same time as the first installment of local government aid.

Appropriates an amount sufficient from the general fund to the commissioner of revenue to make required annual payments.

Effective beginning with aids payable in 2025.
