Makes permanent the Aspiring Minnesota Teachers of Color Scholarship pilot program and removes "pilot" designation from statute, changing it from temporary to ongoing.

Increases maximum lifetime scholarship awards from $25,000 to $30,000 per eligible applicant and raises per-year maximum awards to $10,000 for baccalaureate/postbaccalaureate programs and $6,000 for associate's degree programs.

Creates a special revenue fund account for the scholarship program where appropriated money does not cancel and remains continuously available for awards.

Appropriates $10,000,000 in fiscal year 2025 from the general fund to the scholarship program account, with up to $200,000 available for program administration.

Increases appropriations for collaborative urban and greater Minnesota educators of color grants to $6,440,000 for fiscal year 2025 and mentoring/induction/retention programs for teachers of color to $8,500,000 for fiscal year 2025.
