Establishes the Minnesota Advisory Council on Infrastructure as an independent state agency with voting members appointed by the governor, legislative leaders, and Indian Affairs Council, plus nonvoting members from relevant state agencies and institutions.

Voting member appointments must be made by November 1, 2024, and require expertise in asset management, financial management, or regional infrastructure coordination; council must appoint an executive director by May 1, 2025.

Council responsibilities include identifying best practices to preserve infrastructure longevity, developing a statewide asset managers program, and submitting annual reports by December 15 to the governor and relevant legislative committees.

Council has nonregulatory powers to coordinate infrastructure management across jurisdictions and sectors, make recommendations to state agencies and the governor, and may enter into service agreements.

Appropriates unspecified amounts in fiscal year 2025 from the general fund for implementation support and council operations through June 30, 2027.
