Allows applicants for driver's licenses, instruction permits, or Minnesota identification cards to voluntarily request that the commissioner maintain electronic records of names and contact information for up to three individuals receiving exclusive care from the applicant.

Requires the commissioner to make the caretaker information request form available on the department's website and include a notice as described in section 13.04, subdivision 2.

Permits individuals to change, add, or delete caretaker information at any time without being charged a fee by the commissioner or a driver's license agent.

Classifies caretaker data as private data on individuals, but allows the commissioner to share caretaker information with law enforcement agencies solely to notify the cared-for individuals regarding an emergency.

Effective the day following final enactment.
