Increases total payment rates for nursing facilities reimbursed under Minnesota Statutes chapter 256R by $52 per resident day from July 1, 2024, through December 31, 2026.

Requires nursing facilities to attest that additional revenue will be used exclusively for compensation-related costs for directly employed staff, excluding owners, central office personnel, management contractors, and separately billable service providers.

Allows contracted housekeeping, dietary, and laundry employees to benefit from compensation increases if their employing agency submits proof of costs to the nursing facility.

Defines allowable compensation-related costs as permanent wage and salary increases implemented between July 1 and September 1, 2024, plus employer-paid FICA, Medicare, unemployment taxes, PERA, workers' compensation, and retirement contributions incurred by December 31, 2026, and paid by June 30, 2027.

Requires facilities to submit a distribution plan by October 1, 2024, and post a summary in employee-accessible areas by September 1, 2024; unused funds must be returned and misused funds recovered as overpayments.
