Amends Minnesota Statutes section 197.447 to expand the definition of "veteran" to include individuals who served with the Special Guerrilla Unit or irregular forces operating from a base in Laos

Service must have been in support of the United States armed forces during the period from February 28, 1961, to May 14, 1975

Requires the commissioner of veterans affairs to determine that an individual served honorably with these forces to qualify for veteran status

Applies to all Minnesota Statutes provisions using the term "veteran," except in sections 136F.28, 196.21, and 243.251

Maintains existing veteran definition requirements including honorable discharge, active duty service certification, and Secretary of Defense validation
