• Requires "covered entities" (organizations spending $10,000+ on campaign activities) to disclose original sources of campaign funds and maintain written transfer records identifying all direct and indirect contributors of original funds.

• Mandates covered entities notify donors that contributions may be used for Minnesota campaign spending and allow donors to opt out within 21 days; contributors of $10,000+ in traceable funds must disclose persons who originally funded their contributions within 10 days upon request.

• Requires campaign disclaimers on materials funded by covered entities to include names of the top three donors who contributed $10,000+ in original funds during the election cycle, with links to the Campaign Finance and Public Disclosure Board website for more information.

• Establishes civil penalties of not less than the amount contributed or spent and not more than $10,000 or double the amount contributed or spent for violations of transfer record and disclosure requirements.

• Appropriates unspecified funding to the Campaign Finance and Public Disclosure Board for implementation and requires the board to maintain website pages for each reporting entity showing original source donor information; effective January 1, 2025.
