Establishes a maximum train length of 8,500 feet for all Class I, Class II, and Class III railroads operating in Minnesota.

Authorizes penalties for violations ranging from $1,000-$5,000 for a first offense, $5,000-$10,000 for a second offense within three years, and a minimum of $25,000 for a third or subsequent offense within three years.

Grants the commissioner of transportation authority to enforce this section through civil action in county court where the violation occurs.

Directs all fines collected to be deposited in the state rail safety inspection account in the special revenue fund.

Becomes effective August 1, 2024, and applies to violations committed on or after that date.
