Increases minimum liability insurance requirement for motor carriers of railroad employees from unspecified amount to $5,000,000 regardless of vehicle seating capacity.

Increases minimum uninsured and underinsured coverage requirement from $1,000,000 to $5,000,000.

Establishes civil penalties for violations ranging from $200-$500 for first offense, $500-$1,000 for second offense, and $1,000-$5,000 for third or subsequent offense within three years.

Authorizes the commissioner to enforce penalties through civil action before a county judge where the violation occurs.

Directs collected fines to the state rail safety inspection account in the special revenue fund, effective August 1, 2024.
