Delays increased premium amounts resulting from income changes until the next 12-month review, except for annual cost-of-living adjustments.

Allows persons who lose employment due to medical conditions (verified by physician) or reasons not attributable to them to retain eligibility for up to four consecutive months while continuing to pay premiums.
