Renames the "State Competency Attainment Board" to the "State Minnesota Competency Attainment Board" throughout Minnesota Statutes sections 611.55, 611.56, and 611.57.

Board consists of seven members: three appointed by the supreme court (at least one defense attorney, one county attorney, one public member) and four appointed by the governor (at least one mental health professional with competency attainment experience).

Active judges are prohibited from serving on the board, but retired judges may be appointed.

At least one supreme court-appointed member must have prior experience as a forensic navigator and at least three members must reside outside the First, Second, Fourth, and Tenth Judicial Districts.

Certification Advisory Committee provides recommendations to the board on competency attainment curriculum, certification requirements for programs including jail-based programs, and consultation with the Department of Human Services, Department of Health, and Department of Corrections.
