S.F. No. 4212 Summary

• Allows school districts to conduct developmental adapted physical education assessments as stand-alone evaluations without conducting comprehensive evaluations, while permitting parents or guardians to request comprehensive evaluations.

• Applies the same stand-alone assessment provision to functional behavior assessments as defined in Minnesota Rules, part 3525.0210.

• Requires the Commissioner of Education to review special education delivery and costs in Minnesota and submit recommendations to reduce costs by January 5, 2025.

• Mandates the Commissioner consult with school districts, charter schools, special education cooperatives, teachers, administrators, families, and other stakeholders when developing cost reduction recommendations.

• Effective date for assessment provisions is July 1, 2024; effective date for the reporting requirement is the day following final enactment.
