Expands eligible grant participants to include paraprofessionals, unlicensed staff, and teachers with Tier 1 or Tier 2 licenses who demonstrate willingness to become special education teachers.

Allows grant recipients to use funds for tuition assistance, stipends, participant support (mentoring, licensure test preparation, technology), and participant recruitment.

Appropriates $20,000,000 for fiscal year 2024 and $10,000,000 for fiscal year 2025 for special education teacher pipeline grants.

Sets fiscal year 2026 base at $0 and fiscal year 2027 base at $10,000,000 for ongoing program funding.

Permits grant recipients to modify programs to align with statutory changes made after the grant was awarded.
