Allows each institution to designate one additional area of study or certification based on regional workforce shortages identified in Department of Employment and Economic Development job vacancy survey data.

Defines a workforce shortage area as one where the job vacancy rate for a specific occupation exceeds the state average vacancy rate for that occupation.

Permits institutions to change their designated regional area of study once every two years based on updated job vacancy data.

Maintains existing eligibility requirements including resident tuition status, minimum nine credit enrollment at two-year colleges, and transfer scholarship provisions for students moving to four-year universities.
