Appropriates $3,500,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for environmental analysis, predesign, design, engineering, and construction of a roundabout on marked U.S. Highway 8 at its intersection with Chisago County State-Aid Highway 21 in Shafer.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,500,000 to provide the appropriated funds, with proceeds deposited in the trunk highway fund bond proceeds account.

Bond issuance and sale terms governed by Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11, at times and amounts requested by the transportation commissioner.

Becomes effective the day following final enactment.
